DESCRIPTION:FCOA Virtual lecture by  \nProfessor Philippe Sands QC \nFrom Nuremberg to Ecocide \non 11 May 2021 from 11.00 am – 12.00 pm on ZOOM \n\nOn Tuesday 11 May at 11.00 am Philippe Sands QC\, Professor of Law at University College London\, practising barrister at Matrix Chambers\, frequently appearing as counsel before international courts and tribunals\, as well as sitting as an international arbitrator\, will review international courts from the foundation of Nuremberg seventy-five years ago to the growing movement seeking destruction of the environment to be treated like genocide and crimes against humanity. \nPhilippe is author of Lawless World (2005) and Torture Team (2008) and numerous academic books on international law\, and has contributed to the New York Review of Books\, Vanity Fair\, the Financial Times\, The Guardian and the New York Times. \nHis latest books are East West Street: On the Origins of Crimes Against Humanity and Genocide (2016) (awarded the 2016 Baillie Gifford Prize\, the 2017 British Book Awards Non-Fiction Book of the Year\, and the 2018 Prix Montaigne) and The Ratline: Love\, Lies and Justice on the Trail of a Nazi Fugitive (2020)\, also available as a BBC podcast. \nHe is President of English PEN and a member of the Board of the Hay Festival of Arts and Literature. \nTickets are £5.

DESCRIPTION:FCDOA is organising an online talk by journalist and author of \nThe Happy Traitor (a biography of the British-KGB double agent George Blake)\,\nSimon Kuper\nwith the title George Blake versus the UK\non 13 July 2021 from 11.00 am – 12.00 pm on Zoom\n\n\n\nGeorge Blake versus the UK. Blake\, an MI6 officer who turned KGB double agent\, died in Moscow on Boxing Day aged 98. He deceived the British intelligence services and the Prison Service\, and harmed the country’s relationship with the US. The damage he did to the British state continued far beyond his unmasking as a traitor in 1961\, and some 40 agents are thought to have lost their lives because of Blake’s treachery. Yet his feelings about Britain were surprisingly positive.  His biographer Simon Kuper\, author of The Happy Traitor\, provides an insight into the mind of one of the most notorious cold war traitors. \n\n\nSimon Kuper (born in Kampala\, Uganda in 1969) was educated at Oxford University and Harvard. He writes a weekly column for the Financial Times. He is British but lives with his wife and three children in Paris. His books Soccer Against the Enemy (1994)\, Ajax\, The Dutch\, The War: Football in Europe During the Second World War (2003)\, and – as co-author with Stefan Szymanski – Soccernomics (2009) and The Happy Traitor (February 2021). Tickets are £5.

DESCRIPTION:FCDOA is organising another online talk\nSir John Sawers will be in conversation with Sir Jeremy Greenstock \nUK Security challenges and the Integrated Review\n28 September at 11.00\non Zoom \n\n  \nSir John Sawers will be in conversation with Sir Jeremy Greenstock. Jeremy’s career started as an Arabist and then moved on to European and transatlantic issues. His senior posts were Political Director\, Ambassador to the UN in New York and finally Special Envoy for Iraq in the Coalition Provisional Authority.He and John\, who during his career was Political Director\, Ambassador to Egypt and to the United Nations and then Chief of MI6\, will explore the security issues and challenges facing the UK and will look at the adequacy of the proposals in the recent integrated review. \nWe expect the discussion between two of our leading political and security experts to look at how the changing politics in Britain is impacting our foreign and security policies and shaping our role in the World.   As well as the issues Britain has to address vis-a-vis America and Europe\, and managing our relations with China and Russia\, John and Jeremy will touch on climate change\, technology and migration as drivers of the new world order.  As former Permanent Representatives to the United Nations they will also cover the international system and what is needed to sustain the rules based order in which a middle power like Britain has such an interest in preserving.

Born in 1856  in Edinburgh\, he attended the universities of Edinburgh and Göttingen. Moving to London at the age of 21 to become a barrister his  rise was phenomenal; an  MP by the age of 29\, the youngest QC appointed for a generation at the age of 33\, he was soon established not only as the pre-eminent legal mind of his generation\, but also as the brains of the Liberal party contributing ideas to address the social\, political and economic changes of his time. As Secretary of State for War in Campbell Bannerman and Asquith’s administrations\, he was the architect of Britain’s success in WW1 in resisting Germany’s hegemony\,and his influence stands behind the creation of MI5 and MI6\, He was also deeply instrumental in the reform of British higher education\, and the development of  several universities\, including LSE and Imperial College. He was Lord Chancellor from 1912-15 under Asquith and in 1925 served in that role in Ramsay Macdonald’s first Labour administration. \n  \nJohn Campbell

DESCRIPTION:Dear member\, \n  \nWe’re writing to tell you that regrettably it’s been necessary to cancel the prestigious 19th October visit to the Dragon Hall and literary dinner. \n  \nThree members dropped out at short notice – making the cost for the remaining participants too high. Despite a further publicity push last week\, the lack of takers suggests an apparent but understandable reluctance to travel during these current post-pandemic times. \n  \nIt was a tough decision to make since we know how much those of you who had booked and paid wished to be present at the event – not just to talk about books and to celebrate the FCDOA’s literary skills but also to be with other members for the first time since the end of 2019. On this occasion it has not proved possible. Full refunds will be made. \n  \nWe hope that in 2022 there will be other opportunities to enjoy and promote – face to face – our love of books and writing. DESCRIPTION:FCDOA is organising an Online Talk on ZOOM by\nLord Peter RICKETTS\nwith a title\nBritain at a Crossroads: The Case for a New National Strategy\non 26 October at  11.00 – 12.00 on ZOOM \nTicket is £5 \n\nPeter Ricketts will talk about the themes of his book Hard Choices: What Britain Does Next.  In his book\, Peter uses his forty years in the Foreign Office to shed light on the choices Britain needs to make in designing a post-Brexit national strategy for a world dominated by US-China rivalry. \nThe talk will start with Britain’s formative influence in shaping the UN and NATO\, and the central role the country played in crisis management through the Cold War and beyond. In assessing how well prepared the British system is for the challenges ahead\, Peter will comment on what he sees as the lost art of strategy and the tendency to over-estimate Britain’s weight in the world. He will wrap up by outlining some choices which will shape Britain’s future\, from defining a new balance in relations between the US\, Europe and China\, to standing up for our values and interests while landing much-needed trade deals.

Behind the scenes in the Second World War he headed one of the most important intelligence operations\, helping to shorten the war and save thousands of lives. \n  \nABOUT HELEN FRY \nHistorian Dr Helen Fry has written numerous books on the Second World War with particular reference to the 10\,000 Germans who fought for Britain\, and also British intelligence\, espionage and WWII. Her latest book is called: Spymaster: The Man who Saved MI6. She has written over 25 books – including The Walls have Ears: The Greatest Intelligence Operation of WWII; The London Cage about a secret interrogation centre in WWII; and MI9: A history of the British Secret Service for escape and evasion in World War Two. Helen has appeared in numerous TV documentaries\, including David Jason’s Secret Service (Channel 4)\, Spying on Hitler’s Army (Channel 4) and Home Front Heroes (BBC1). She is deputy chair and a trustee of Trent Park Museum Trust; and an ambassador for the Museum of Military Intelligence opening in 2023\, and President of the Friends of the National Archives. \n \n  \n

He went on to become the chief political correspondent for BBC News 24\,  becoming a long standing BBC  Senior Correspondent and later spent three years as the BBC’s Paris correspondent. During the 2003 invasion of Iraq\, Sopel was the BBC’s correspondent in Kuwait City. He was formerly the BBC’s North America editor. Jon Sopel has been the BBC’s North America Editor since 2014. He has covered the 2016 and 2020 elections and Trump’s White House at first hand\, reporting for the BBC across TV\, radio and online. He also presents the highly successful Americast podcast with Emily Maitlis and Anthony Zurcher. As a member of the White House Press Corps\, he has accompanied both President Obama and President Trump on Air Force One and interviewed President Obama at the White House. He has travelled extensively across the US and recently rode a Harley Davidson down the West Coast (that wasn’t for work though). He lived in Washington and London. He is the author of If Only They Didn’t Speak English: Notes from Trump’s America and A Year at the Circus: Inside Trump’s White House and his most recent book UnPresidented – a diary of the 2020 campaign and it’s aftermath is highly topical.   Since leaving Washington at the end of 2021\, he has taken time off to write another book. \n

DESCRIPTION:The FCDOA Online talk by \nSir Sherard Cowper-Coles\nwith the title \nThe Fourth Anglo-Afghan War: A Preliminary Post Mortem\non Wednesday 2 March 2022\nfrom 11.00 am – 12.00 noon on ZOOM \n\nThe talk is under Chatham House Rule\n\nUnder the Chatham House Rule\, anyone who comes to a meeting is free to use information from the discussion\, but is not allowed to reveal who made any particular comment. \n\n\n Sherard Cowper-Coles served as HM Ambassador in Kabul from 2007 to 2009\, and then as the Foreign Secretary’s Special Representative for Afghanistan and Pakistan from 2009 to 2010\, during which he returned to Kabul for an unusual second tour as head of mission following Mark Sedwill’s decision to leave the Embassy to work for NATO in Afghanistan.  He will reflect on what he learnt and saw during those three and a half years working in and on Afghanistan\, at the height of Britain’s military\, diplomatic and development commitment.  Some of that is reflected in his books Cables from Kabul and Ever the Diplomat. \nSherard has been at HSBC for eight years\, working as Senior Adviser to the Group Chairman and Group Chief Executive\, and more recently heading the Group’s global government and public affairs functions.  He is also Chairman of HSBC Bank Oman SAOG. \nEarlier he spent over 30 years in the British Diplomatic Service\, which he joined straight from reading Classics at Oxford.  He served in Cairo\, Washington and Paris.  He was also Private Secretary to Antony Acland and Patrick Wright as PUSs and later Principal Private Secretary to the Foreign Secretary\, the late Robin Cook.  He was Head of the Foreign Office Hong Kong Department from 1994 up to the handover to China in 1997.  His final diplomatic jobs were as Ambassador to Israel (2001–2003)\, Ambassador to Saudi Arabia (2003–2007)\, Ambassador to Afghanistan (2007-2009)\, and the Foreign Secretary’s Special Representative for Afghanistan and Pakistan (2009–2010). \nSherard is Chair of the China-Britain Business Council and of the Pitzhanger Manor & Gallery Trust\, and President of the Jane Austen Society. He is the author of two books about his diplomatic experiences: Cables from Kabul and Ever the Diplomat.

DESCRIPTION:FCDOA is organising an online talk by\nJohn Ashton CBE\nwith the title\nClimate Diplomacy and Politics after Glasgow\non 15 March 2022 at 11.00\nCost is £5 per ticket available to buy here or by cheque made to ‘FCDO Association’ \n\n  \nJohn Ashton CBE \n  \nJohn is a speaker\, writer and activist\, mainly but not exclusively on climate-related matters. \nFrom 2006-12 John served as Special Representative for Climate Change for Margaret Beckett\, David Miliband and William Hague. His primary role was to help them and the FCO lay the foundations for a foreign policy-led approach to climate change. This sought to mobilise the FCO as a whole\, focusing not merely on downstream multilateral negotiations but on shaping the upstream political conditions within which all negotiations take place\, so as to raise the overall level of ambition in the global effort. \nHe was a cofounder and\, from 2004-6\, the first Chief Executive of the think tank E3G. From 1978-2002\, after a brief period as a research astronomer\, he was a career diplomat. He served in Beijing in the early 1980s and in Hong Kong in the runup to the handover of sovereignty. He speaks Chinese\, and China has been a recurrent theme in his career. \nIn recent years John has been active on various fronts\, including the efforts to prevent fracking for shale gas and the opening of new coal mines in the UK\, and in calling for a more robust response to the genocidal oppression in progress against the Uyghur and other Turkic minorities in western China.  He also spent four years as a full time carer for his late mother. \nJohn values his independence and accordingly chooses to speak and act from a position free from institutional and financial strings of all kinds\, real or perceived.

She was previously bureau chief for ARD in New York and Warsaw.  She has lived in and reported on British politics and culture for many years . \nAnnette’s recent article in the New Statesman explored the lies and half truths promoted by the current British Government and explored its impact on democratic\, open and accountable governance and institutions. Since then\, we have seen such half truths and the blurring of fact and fiction being  used in many other European and other countries to the detriment of the rule of law\, not least by Russia in the current war in Ukraine. One has only to look at Warsaw and Budapest to see where that can lead\, and Putin’s self justifying  lies. Annette will explore how these undermine the foundations of a free society\, citizens’ rights and broader human rights. \nAnnette Dittert’s Bio \nAnnette Dittert  is a film maker and writer. She has been the London Bureau Chief  of the German public broadcaster ARD  since 2019.  Annette Dittert studied political sciences\, philosophy and German studies at the Albert Ludwig University in Freiburg and the Free University of Berlin. She  worked as a senior correspondent for ARD\, German Public TV. Before that she was posted as bureau chief and first correspondent for ARD in Moscow\, Warsaw\, New York and finally\, in London from 2008 till 2015 as Chief Correspondent. She now lives in London and Hamburg.

DESCRIPTION:New Date\nFCDOA is organising an online talk by\nTom Keatinge\nwith the title: \nThe Foreign and Security Policy Dimensions of Illicit Finance\non Wednesday 18 May at 11.00\nDame Margaret Hodge\, MP\, former Chair of the Public Accounts Committee has agreed to moderate the event.\n \nTickets are £5 each. \n\n‘Illicit finance is most often associated with the proceeds of crime\, thus demanding a law enforcement response.  However finance\, and its potentially malign influence\, runs through a wide range of threats that require not only a law enforcement response\, but also foreign and security policy action from the government.  The UK is viewed by many international partners as a magnet for dirty money\, damaging its reputation abroad; threats to the UK emanate from many of those same partners requiring the UK to engage in not only law enforcement but also\, critically\, diplomatic dialogue; and finance underpins much of the effort by adversary nations to undermine the UK’s democratic process and values.  Viewing illicit finance as merely a law enforcement challenge is to overlook the critical additional dimensions of foreign policy and security that must play a role in delivering a ‘whole of government’ response. \n  \nTom Keatinge’ bio: \n‘Tom Keatinge is the founding Director of the Centre for Financial Crime and Security Studies (CFCS) at RUSI\, where his research focuses on matters at the intersection of finance and security.  He has a Master’s in Intelligence and International Security from King’s College London\, where he studied the effectiveness of the global counterterror finance regime. Prior to joining RUSI in 2014\, he was an investment banker for 20 years at J.P. DESCRIPTION:The FCDOA is organising online talk by\nSir Jonathan Jones\nChallenges of reconciling law and political policy in a conflicted  world\nWednesday 25th May at 11.00-12.00 noon\nTickets are £5 and available to buy online or pay by cheque made out to The FCDO Association \n\nSir Jonathan Jones\, former Head of the Government Legal Service\,  will be reflecting on the importance of the law (including international law) to the work of government\, civil servants and diplomats\, and why it matters. \n  \nSir Jonathan Jones KCB QC (Hon): biography \n Jonathan Jones was a government lawyer for more than 30 years.  He served as legal adviser in a number of departments\, including HM Treasury\, the Department for Education and the Home Office\, and as head of the Attorney General’s Office.  From 2014-2020 he held the post of Treasury Solicitor\, HM Procurator General and Permanent Secretary of the Government Legal Department (GLD). \nIn March 2021 Jonathan joined Linklaters LLP as a Senior Consultant in Constitutional and Public Law.  He is also an Honorary Professor at Durham Law School and a Bencher of Middle Temple.  He lectures and writes on legal\, constitutional and public policy issues.  Jonathan was made an honorary QC in 2019 and knighted in 2020 for public service.

DESCRIPTION:Event:                       Visit to Spencer House \nLocation:                  27 St James’s Place\, London SW1A 1NR \nDate:                         Monday 27 June 2022 at 11 am \nPrice:                        £22 \nPlaces available:       20 \nA visit to Spencer House has been arranged for Monday 27 June at 11 am.  Coffee/tea and biscuits will be served at the end of the tour which lasts about one hour.  Spencer House is London’s only great 18th century house to survive intact.  Designed by Palladian architect John Vardy and his successor James ‘Athenian’ Stuart\, this splendid residence was built for the first Lord Spencer\, ancestor of Diana\, Princess of Wales.  The result was a pioneering example of neo-classical architecture.  Within its elegant exterior\, Spencer House was a palace to pleasure\, designed for lavish entertainments.  In 1783\, Henry Holland made his mark on the property.  Later\, Victorian architect Philip Hardwick and Parisian designer Barbier also added their distinctive touches to the property.  Magnificent furniture and paintings – including five Benjamin Wests lent by the Queen – compliment the interior.  It has recently been restored to its former glory. \nThe nearest Underground station is Green Park on the Piccadilly\, Victoria and Jubilee lines.  Walking down St James’s Street\, St James’s Place is a turning on the right. \nApplying by post:  10 places will be available.  Please complete the slip below and return it with your cheque made out to the FCDO Association and include an SAE if you want to be notified by post. \nRefunds:  the cost (minus an administration fee) will normally be refunded on cancellation up to one month before the event or up to the point when we incur expenditure for reservations\, whichever is the earlier. \n.Closing date:  Monday 30 May 2022

DESCRIPTION:THE VILLA WOLKONSKY IN ROME\nA Talk by Sir John Shepherd\n H M Ambassador to Italy 2000-2003 \nJointly hosted by the FCDO Historians and the FCDOA in the Map Room\, KCS \nThursday 30 June 11.30-13.30 \nRefreshments will be served. There is no charge for this event. \n\n As ambassador to Italy\, John Shepherd was struck by the lack of a properly-researched history of the Villa Wolkonsky\, the Embassy Residence. To rectify that in retirement he undertook new research in Rome\, London and Berlin. \n  \nThe Villa dates back to antiquity\, its gardens today dominated by the remains of an imperial Roman aqueduct. Its development in the 19th century into a country house owes much to a remarkable Russian princess\, Zenaïde Wolkonsky\, and her heirs. In the 20th century it became a lens through which to view much of Europe’s history: the Russian revolution\, the fascist era and two World Wars.

DESCRIPTION:The FCDOA is organising an online talk by\nSimon Kuper\nabout his new book with the title \nChums: How a Tiny Caste of Oxford Tories Took Over the UK\nTuesday 5 July  at 11.00-12.00 noon\nTickets are £5 and available to buy online or pay by cheque made out to The FCDO Association \n\n  \n \n  \nSimon Kuper of the FT\, who gave a fascinating talk last year on the spy George Blake\, will explore another area of British Political life based on his latest book\, exploring how this coterie of friends with the same education and values came to dominate the  British political scene and policies and their influence over Foreign Policy. \nSimon Kuper (born in Kampala\, Uganda in 1969) was educated at Oxford University and Harvard. He writes a weekly column for the Financial Times. He is British but lives with his wife and three children in Paris. His books Soccer Against the Enemy (1994)\, Ajax\, The Dutch\, The War: Football in Europe During the Second World War (2003)\, and – as co-author with Stefan Szymanski – Soccernomics (2009) and The Happy Traitor (February 2021).

DESCRIPTION:Event:                         Visit to Royal Hospital\, Chelsea \nLocation:                    Royal Hospital Road\, London SW3 4SR \nDate:                           Tuesday 26 July at 10.00 \nPrice:                          £10 \nPlaces available:         20 \nA visit to the Royal Hospital Chelsea has been arranged for Tuesday 26 July at 10 am.  Although there are 60 acres of ground not all will be covered in the tour but there is a fair amount of walking and there are steps up both to the Chapel and Great Hall.  There will be a guide for every group of 10 and the tour lasts 2 hours which includes 30 minutes for the Museum and Gift Shop.  Some 300 army veterans live at the Royal Hospital today\, including those who have served in Korea\, the Falkland Islands\, Cyprus\, Northern Ireland and WWII.  Others may not have served in campaigns\, but all understand what it means to be a soldier and the potential sacrifice that it entails. \nThe story of today’s Royal Hospital Chelsea begins over 300 years ago during the reign of King Charles II\, whose vision for a home for veteran soldiers was brought to life by Sir Christopher Wren.  Until the 17th Century the state made no specific provision for old and injured soldiers.  Care for the poor and sick was provided by the religious foundations.  Most of this provision ended during the dissolution of the monasteries during the reign of King Henry VIII.  By 1692 work on the building was completed and the first Chelsea Pensioners were admitted in February and by the end of March the full complement of 476 were in residence. \nHow to get there:  the nearest Underground Station is Sloane Square on the District & Circle lines.  Bus 170 from Victoria stops close by the Royal Hospital.  Other buses stop in Lower Sloane Street and a 10 minute walk will get you along the Royal Hospital Road to the Royal Hospital.  Buses also stop in Sloane Square and the King’s Road. \nApplying by post:  10 places will be available.  Please complete the slip below and return it with your cheque made payable to the FCDO Association and include an SAE if you want to be notified by post. \nRefunds:  the cost (minus an administration fee) will normally be refunded on cancellation up to one month before the event or up to the point when we incur expenditure for reservations\, whichever is the earlier. \nClosing date:  Tuesday 28 June 2022
