DESCRIPTION:The FCDOA is organising online talk by\nSir Jonathan Jones\nChallenges of reconciling law and political policy in a conflicted  world\nWednesday 25th May at 11.00-12.00 noon\nTickets are £5 and available to buy online or pay by cheque made out to The FCDO Association \n\nSir Jonathan Jones\, former Head of the Government Legal Service\,  will be reflecting on the importance of the law (including international law) to the work of government\, civil servants and diplomats\, and why it matters. \n  \nSir Jonathan Jones KCB QC (Hon): biography \n Jonathan Jones was a government lawyer for more than 30 years.  He served as legal adviser in a number of departments\, including HM Treasury\, the Department for Education and the Home Office\, and as head of the Attorney General’s Office.  From 2014-2020 he held the post of Treasury Solicitor\, HM Procurator General and Permanent Secretary of the Government Legal Department (GLD). \nIn March 2021 Jonathan joined Linklaters LLP as a Senior Consultant in Constitutional and Public Law.  He is also an Honorary Professor at Durham Law School and a Bencher of Middle Temple.  He lectures and writes on legal\, constitutional and public policy issues.  Jonathan was made an honorary QC in 2019 and knighted in 2020 for public service.

There is no charge for this event. \n\n As ambassador to Italy\, John Shepherd was struck by the lack of a properly-researched history of the Villa Wolkonsky\, the Embassy Residence. To rectify that in retirement he undertook new research in Rome\, London and Berlin. \n  \nThe Villa dates back to antiquity\, its gardens today dominated by the remains of an imperial Roman aqueduct. Its development in the 19th century into a country house owes much to a remarkable Russian princess\, Zenaïde Wolkonsky\, and her heirs. In the 20th century it became a lens through which to view much of Europe’s history: the Russian revolution\, the fascist era and two World Wars.

He writes a weekly column for the Financial Times. He is British but lives with his wife and three children in Paris. His books Soccer Against the Enemy (1994)\, Ajax\, The Dutch\, The War: Football in Europe During the Second World War (2003)\, and – as co-author with Stefan Szymanski – Soccernomics (2009) and The Happy Traitor (February 2021).

DESCRIPTION:Event:                         Visit to Royal Hospital\, Chelsea \nLocation:                    Royal Hospital Road\, London SW3 4SR \nDate:                           Tuesday 26 July at 10.00 \nPrice:                          £10 \nPlaces available:         20 \nA visit to the Royal Hospital Chelsea has been arranged for Tuesday 26 July at 10 am.  Although there are 60 acres of ground not all will be covered in the tour but there is a fair amount of walking and there are steps up both to the Chapel and Great Hall.  There will be a guide for every group of 10 and the tour lasts 2 hours which includes 30 minutes for the Museum and Gift Shop.  Some 300 army veterans live at the Royal Hospital today\, including those who have served in Korea\, the Falkland Islands\, Cyprus\, Northern Ireland and WWII.  Others may not have served in campaigns\, but all understand what it means to be a soldier and the potential sacrifice that it entails. \nThe story of today’s Royal Hospital Chelsea begins over 300 years ago during the reign of King Charles II\, whose vision for a home for veteran soldiers was brought to life by Sir Christopher Wren.  Until the 17th Century the state made no specific provision for old and injured soldiers.  Care for the poor and sick was provided by the religious foundations.  Most of this provision ended during the dissolution of the monasteries during the reign of King Henry VIII.  By 1692 work on the building was completed and the first Chelsea Pensioners were admitted in February and by the end of March the full complement of 476 were in residence. \nHow to get there:  the nearest Underground Station is Sloane Square on the District & Circle lines.  Bus 170 from Victoria stops close by the Royal Hospital.  Other buses stop in Lower Sloane Street and a 10 minute walk will get you along the Royal Hospital Road to the Royal Hospital.  Buses also stop in Sloane Square and the King’s Road. \nApplying by post:  10 places will be available.  Please complete the slip below and return it with your cheque made payable to the FCDO Association and include an SAE if you want to be notified by post. \nRefunds:  the cost (minus an administration fee) will normally be refunded on cancellation up to one month before the event or up to the point when we incur expenditure for reservations\, whichever is the earlier. \nClosing date:  Tuesday 28 June 2022

DESCRIPTION:This is the first joint online meeting mounted by the two organisations\, and we have chosen to focus on soft power. \nBritain has used soft power to enhance its influence around the world for decades and continues to use it to promote its international role\, but how important is it really in an increasingly disorderly world driven by coercion and disinformation and growing reliance on hard power? Our  Panel of eminent speakers\, all with many years of experience in this sector\,  will explore what soft power means in this changing world and how  the UK can adapt  it to deliver its  aspirations. Will the old ideas about what constitutes soft power still be effective or do we need to find new approaches? \nThe panel will comprise three speakers: Sir Mark Lowcock\, former DFID Permanent Secretary and UN Emergency Relief Coordinator; Kate Ewart Biggs\, Deputy CEO at the British Council and Stephen Twigg\, Secretary General of the Commonwealth Parliamentary Association and former Chair of the UK Parliament’s International Development Committee. Join Camilla Nichol in exploring the first two hundred years of human endeavour in Antarctica and discover how this remote and often hostile wilderness has a vital ongoing importance for the rest of the world. \nAntarctica is well known as the theatre of some of humanity’s most extraordinary feats of endurance with the great figures of the heroic age of exploration and more recently is the focus of cutting edge scientific endeavour and climatic peril. However\, the story of the first two hundred documented years of human endeavour in Antarctica can reveal much more and much that still resonates today and will continue to do so into the future. \n  \nCAMILLA NICHOL CHIEF EXECUTIVE \nCamilla has worked in the museums and heritage sector for 20 years. She read Geology at Edinburgh followed by Museum Studies at Leicester and went on to work with collections as diverse as geology\, zoology\, scientific and medical instruments\, anatomy and pathology\, the early oil industry and Scottish football. Previously Head of Collections for Leeds Museums and Galleries\, she led the science team at York Museums Trust as Keeper of Geology and whilst at the Hunterian Museum at Glasgow University she was fortunate to curate the Antarctic rock collections including specimens collected from Elephant Island by the marooned men from Endurance and the first rocks collected from the Antarctic mainland and by Carsten Borchgrevink in 1895. Camilla holds an AMA from the Museums Association\, is a Fellow of the Royal Geographical Society and is a trustee of the Burton Constable Foundation and Chair of the Cromwell Museum Trust. \n

DESCRIPTION:The FCDO Association\nis organising an online talk by\nDr David Hendy\nwith the title \n‘The BBC as an international broadcaster: historical perspectives’\nBBC 100thAnniversary \non 11 October at 11.00-12.00 noon on ZOOM\n\nDrawing on research for his current book\, The BBC: A People’s History\, Professor Hendy will explore how the BBC’s international broadcasting activities have developed since 1932\, when its Empire Service was launched. His talk will discuss how the launch of the Arab Service six years later signposted a new and more complex relationship between broadcaster and government on the question of how British interests were best served. This was a relationship that was refined further (and frequently tested) through the activities of the European Service during wartime\, a key moment in building up the BBC’s reputation among overseas audiences for reporting ‘truth’. Professor Hendy will also discuss changing broadcasting strategies during the Cold War and the shift from Empire to Commonwealth between the 1940s and 1960s\, as well as touching on more recent debates about impartiality and the implications of the Corporation’s moves to merge domestic and international news coverage.  \nDavid Hendy is Professor of Media and Communication at the University of Sussex\, England. He wrote and presented the recent 30-part BBC radio series Noise: a Human History\, which remains available to download on ITunes. The accompanying book\, Noise: a Human History of Sound and Listening\, will be published in the US in October 2013 by Harper Collins. He’s the author of Radio in the Global Age(2000)\, Life on Air: a History of Radio Four (2007)\, and Public Service Broadcasting (2013)\, and contributes regularly to radio programmes. \n  \nMore information will follow.

The sub-LOAC ‘grey zone’ of interference and contestation in trade\, finance\, propaganda\, and cultural narrative is increasingly recognised as the a battlespace in which nations are operating continuously. Traditional national security apparatus is not optimised for this domain; with systemic access\, acquisition\, analysis and assessment weaknesses. Can a comprehensive decision support structure be established ‘behind the wire’\, or is some form of partnership necessary? How should nation states ally and pool their sovereignty in these different domains for best effect? What does the securocrat of tomorrow look like? The Integrated Review faced challenges in asking these questions\, and they – and many more – still deserve comprehensive answers. \n  \nBio note \nDr Jason Shepherd is Senior Director for International Strategy at Thomson Reuters Special Services International (TRSSI). TRSSI specialise in network analysis of graphable data from public\, commercial\, and proprietary sources for corporate and governmental risk owners. He joined TR after 23 years in the UK’s National Security community\, culminating in playing a central role in the Integrated Review on Science and Technology. A graduate of Cambridge\, Edinburgh and the LSE\, he is a Fellow of the Centre for Science and Policy at Cambridge University and a Senior Associate Fellow at the Centre for Financial Crime and Security at the Royal United Services Institute.

Kennedy as the “greatest statesman of our century.” Second secretary-general of the United Nations (1953 – 61)\, he is the only person to have been awarded the Nobel Peace Prize posthumously. \nA towering mid-twentieth-century figure\, Hammarskjöld speaks directly to our time. Arguably\, Hammarskjöld’s diplomatic skills preserved the U.N. as a beacon of hope through turbulent times. “He demonstrates how his spirituality and inner strength were translated into penetrating analyses of world problems and\, most importantly\, into principled action.” commented Jan Eliasson\, Deputy Secretary-General of the United Nations on the biography. \nThe founding documents of the American republic do not stand alone; they are intimately paired with the founding fathers who debated\, developed and set in motion the real-life implications of those documents. The same is true of the United Nations: its Charter and Universal Declaration of Human Rights are superb documents that needed to be set in motion\, explored\, tested\, amplified where necessary. That role was principally Dag Hammarskjöld’s. His values\, his diplomatic astuteness\, his refined intelligence\, his immense and sustained concern for peacekeeping and peace making are the permanent DNA of the United Nations. Roger’s presentation will remind us of Hammarskjöld’s voice and principles and the major conflicts in which he sought the hidden opportunities for what he once called “peace and reason” in international affairs. \nThis talk is part of our “Makers of the Twentieth Century Series”. \n  \nBio Note on Speaker \nDr Roger Lipsey is a biographer\, art historian\, editor\, and translator and the author of Hammarskjöld: A Life (2013) and of Politics and Conscience: Dag Hammarskjöld on the Art of Ethical Leadership (2020). DESCRIPTION:FCDOA is organising an online talk by  \nMark Bertram\nwith the title  \nA Historical Tour of the Overseas Estate\n25 January at 11.00am-12.00pm \nModerated by Jan Clarke \n\nTalk is free for the FCDOA members. \n\nMark will aim\, with commentary and plentiful slides\, to present a balanced overview of the history and evolution of the Overseas Estate. From Elgin’s arrival in Constantinople in 1799 with nowhere to live; through a century of buying\, building and leasing buildings which the government actively resented having to provide; followed by a century of its becoming quite proud and possessive about its diplomatic buildings\, even eventually trying to design them as advertisements for Britain. Until the present day\, when too-valuable embassy compounds have become candidates for sale. \nEach building was\, upon acquisition\, considered the best achievable balance between acceptability\, affordability and availability for meeting the operational requirements perceived and forecast at that time. Those requirements changed over time for all manner of reasons. Many buildings came to outlive their original requirements\, and often several iterations of them\, and ended up being too large\, too small\, too worn-out\, or in the wrong place. The estate has therefore always been about coping with the different life cycles of the buildings and the demands of usage laid upon them (let alone the views and timescales of their occupants!). \nMark’s tour of the estate may therefore have quite a complicated itinerary.   \nBiographical note: \n‘Mark Bertram trained as an architect. For most of his career as a professional civil servant\, he was involved in the direction and management of the FCO’s Overseas Estate – as Far East Regional Architect in the Department of the Environment\, Deputy and Head of Department in the FCO\, and as an Adviser. After retiring\, he wrote in 2011 the definitive history of the estate – Room for Diplomacy – and set up a website – roomfordiplomacy.com –  which he still curates. \n

DESCRIPTION:FCDOA is organising an Online Talk by \nDr Richard Smith\nPrincipal Historian at the FCDO \nwith the title \nOld Public Offices\, New Diplomacy: alternative visions for a modern Foreign Office\n  \non Tuesday 28 March at 11.00 on ZOOM \n\nDuring the second half of the twentieth century George Gilbert Scott’s ‘Palace of Administration’ was deemed no longer fit for purpose. The Old Public Office building in King Charles Street conveyed a grandeur and solidity that reflected the confidence of the mid-Victorian age. But these qualities from 1868 had become liabilities by 1968. The building was increasingly seen as a physical impediment to providing the flexible space and modern facilities the Foreign Office felt was needed to manage increasingly complex foreign relations in the post-war era. This talk examines the building’s fall from grace and eventual rehabilitation\, and the various alternative plans put forward for rehousing the Foreign Office both in Carlton House Terrace and Whitehall. \n  \n

DESCRIPTION:FCDOA online talk by\nDaniel Snowman\nwith the title \nThe Cultural Impact on Britain of Refugees from Nazism\non 18 April 2023 at 11.00 on ZOOM \n  \nModerated by Paul Smith OBE \, The British Council’s Director for Germany \n\nWhat did these have in common: the Penguin Pool at London Zoo\, the Glyndebourne and Edinburgh Festivals\, publishers such as Phaidon and Thames & Hudson\, the cartoon character “Supermac”\, The Buildings of England\, The Red Shoes\, the Warburg Institute and the Amadeus Quartet?  All embodied the creative work of émigrés from Central Europe\, most of them of Jewish background\, who found refuge in Britain.  Authors\, artists\, architects and actors\, film makers\, broadcasters\, musicians\, photographers\, cartoonists and comedians\, historians\, economists\, publishers\, scientists and psychologists: all brought something of their continental legacy to Britain.  Daniel Snowman examines the collective talent of the ‘Hitler Emigrés’ which\, he suggests\, left an overall contribution to the intellectual\, cultural and artistic life of Britain that was far in excess of their numbers. \nDaniel Snowman is a social and cultural historian.  Born in London in 1938 and educated at Cambridge and Cornell\, Daniel became a Lecturer at the U. of Sussex and went on to work for many years at the BBC as Senior Producer of radio features and documentaries.  Since 2004 he has been a Senior Research Fellow at the Institute of Historical Research (U. of London).  His many books include a social history of opera and a study of the cultural impact of the ‘Hitler Émigrés’. \nAnd\, most recently\, his Memoir: Just Passing Through: Interactions with the World 1938-2021. \nFor more see https://danielsnowman.org.uk \n

DESCRIPTION:FCDOA  is organising  \nan online talk \nChevening: a centre for diplomacy\nwith Sir Malcolm Rifkind and Colonel Alastair Mathewson\non 10 May 2023 at 11.00 on ZOOM \nTicket is £5 \n\nChevening House in Kent\, home to the Stanhope family for 250 years\, soldiers\, statesmen and patrons to the arts\, played a significant role in the political life of the country. Following the 7th Earl’s generous donation of the estate to the nation\, it has continued to function as a centre for diplomacy. Col Mathewson\, Secretary to the  Chevening Trust\,  will talk about the house and the political legacy of the Earls of Stanhope. Sir Malcolm Rifkind\,  former Foreign Secretary\, will give examples from his personal experience of how Chevening has made a unique contribution to British diplomatic initiatives including often sensitive negotiations. \n  \nCopyright Board of Trustees of the Chevening Estate \nColonel Alastair Mathewson\n\nAlastair Mathewson became Secretary to the Board of Trustees of the Chevening Estate in 2012\, after 3 years at Oxford and 30 in the Scots Guards.  He is the chair of Collections and Archives at the Clothworkers’ Company in the City of London and a trustee of the Harris (Belmont) collections.  In common with Sir Malcolm\, he is a member of the King’s Body Guard for Scotland\, the Royal Company of Archers. The Secretary to the Board\, who combines the roles of administrator and comptroller\, is curiously disbarred by law from being a civil servant\, as the Trust is a private owner funded by the management of the surrounding estate\, is independent of government\, and receives no public support.  \n\nSir Malcolm Rifkind                    \nSir Malcolm was one of only five ministers to serve for 18 years\, throughout the whole Prime Ministerships of both Margaret Thatcher and John Major. This was the longest\, uninterrupted\, ministerial service in the Unit- ed Kingdom since Lord Palmerston in the early 19th century. In 1997 he was knighted in recognition of his public service. \nFrom 1979\, he served as Parliamentary Under Secretary of State in the Scottish Office and the Foreign and Commonwealth Office\, be- coming Minister of State in 1983. He joined the Cabinet in 1986 as Secretary of State for Scotland\, and in 1990 became Secretary of State for Transport. \nHis most notable roles were from 1992 as Secretary of State for Defence and from 1995-97 as Foreign Secretary. \nSir Malcolm was re-elected as a Member of Parliament in May 2005 for Kensington and Chelsea and remained in Parliament until 2015.He served as UK representative on the Commonwealth Eminent Persons Group 2010- 2011 and as Chairman of the Intelligence and Security Committee of Parliament\, w  proviving oversight of the UK’s intelligence agencies\, MI6\,MI5 and GCHQ\, from 2010 until 2015. \nHe is currently a member of the OSCE’s Eminent Persons Group\, which has reported on relations between Russia and the West. He also serves on the Board of the Nuclear Threat Initiative in Washington DC. He has been appointed a Visiting Professor at King’s College\, London and is a Senior Associate Fellow of the Royal United Services Institute (RUSI). \n  \n

DESCRIPTION:FCDOA is organising  \nVisit to Milton’s Cottage & Museum\n21 Deanway\, Chalfont St Giles HP8 4JH \nOn Friday 19 May at 11.30 \nTicket cost £8 \n20 places available \n\nMilton’s Cottage was built in the late 16th century for the estate manager of The Vache – a nearby country house once owned by George Fleetwood\, one of the people who signed Charles I’s death warrant.  The Cottage is the only surviving home of the visionary poet and Parliamentarian.  John Milton came to the Cottage in 1665 to escape the Great Plague in London.   Whilst there he completed his epic masterpiece Paradise Lostand was inspired to write its sequel\, Paradise Regained.  Apart from the small Museum where\, amongst a treasure trove of paintings\, prints and artefacts\, is a first edition of Paradise Lost\, there is also a Grade II-listed garden. \nAfter our visit we will on advice from the Milton’s Cottage Trust go for lunch at a pub\, cafe or restaurant in the High Street.  There is also the possibility of visiting the parish church which has been a place of worship for over 800 years.  It has many fine architectural features and includes 14th Century wall paintings. \nThe best way to get to Milton’s Cottage is by the Metropolitan line towards Amersham and alighting at Chalfont and Latimer Station with a short walk to catch the 106 or 107 bus to the London Road stop.  Again\, we will be given guidance nearer the time by Milton’s Cottage Trust.  There is a free car park behind the Cottage. \nTickets may be booked online and joining instructions will be emailed.  If you wish to apply by post please complete the slip below and return with your cheque made payable to the FCDO Association and include an SAE if you want to be notified by post. \nRefunds:  the cost (minus an administration fee) of booking will normally be refunded on cancellation up to one month before the event or up to the point where we incur expenditure for reservations\, whichever is the earlier. \nCynthia Butterworth  at  Cynthia.butterworth@fcdo.gov.uk\nFCDOA\, Room KG.43\, King Charles Street\, London SW1A 2AH\nTel:  020 7008 0967

DESCRIPTION:DFID Alumni/FCDO Association Joint Webinar \nAfter the DFID/FCO Merger – Picking up the International Development Pieces\nWednesday 24 May 2023 at 1200 noon UK time on ZOOM \n\nThe decision to merge the FCO and DFID in the summer of 2020 was designed\, amongst other things\, to support the UK government’s Global Britain agenda – by ensuring that the UK’s diplomacy and development agendas worked hand in hand internationally. Almost three years later the merger is still a work in progress. \nDuring this period the UK aid programme has suffered from major financial cuts\, and over one third of the reduced budget is currently being spent by the Home Office to support refugees in the UK. It is widely acknowledged that a key casualty of the overall situation has been the UK’s global reputation as a leading and trusted development player\, resulting in a regrettable decline in UK soft power. \nIt’s against this background that the two Associations are co-hosting a webinar to explore practical ways in which the UK’s global development reputation can quickly be restored\, as well as to identify the main resources and tools required to achieve this. \nWe have assembled an excellent discussion panel to discuss these matters\, comprising three former senior officials \n\nSir Simon Fraser\, PUS FCO 2010-15\nMoazzam Malik\, Director-General Africa FCDO 2020-22\nSir Masood Ahmed\, Director-General DFID 2003-6 and currently President\, Centre for Global Development.\n\nPauline Hayes\, Chair of the DFID Alumni Association\, will moderate the event. \nThe webinar will last 75 minutes and is free of charge.
